Fred Lynch (FRSA) is an independent IT and business consultant with over 25 year’s experience gained across the public and the private sector.  Fred has worked at the heart of the UK Civil Service IT on the benefits modernisation programme. He has been a Principal Consultant at Coopers & Lybrand and PricewaterhouseCoopers.

Fred was Bids Director and Partnerships Director at the leading outsourcer Agilisys where he ran bids and led outsourcing managed contracts. He has held numerous senior management roles within BT Global Services and BT Business & Public Sector including business development, CEO of a large BPO contract (managing the P&L) and Major Bids Director responsible for a portfolio of complex and major bids in the Civil Government and Police sectors. Fred has extensive experience of managing teams and has a demonstrable track record of winning and closing large deals.

Fred’s key skills include business and requirements analysis, business cases, business process re-engineering, evaluation methodologies, team building, development and leadership, IT strategy, problem solving, development and launch of new IT and network go to market propositions, major and complex bid leadership in UK public sector, contract negotiation, closure and mobilisation, change, project, programme and P&L management.

Fred is a PRINCE 2 and MSP practitioner. He has also delivered programmes using PWC’s Goal Directed Project Management (GDPM) method. He holds the following security clearances: SC, NPPV3 and Metropolitan Police Counter Terrorism Check (CTC).

Fred is currently working as an associate of CIPFA (the Chartered Institute of Professional Financial Accountants) as an Associate Consultant.  Fred was made a Fellow of the Royal Society of Arts (FRSA) in 2021.
